Serious difficulties in the transport of LPG are caused by the lack of infrastructure facilities, both rail and transshipment. The delineation of limited areas in accordance with the decisions of the Government of the Russian Federation should level this problem.

 

The railway transportation market for liquefied petroleum gases has a significant variation in the final prices for transportation depending on the type of rolling stock. The fact is that there is a certain discount to the tariffs for transportation in tanks - reduction factors are in the range from 0.25 to 0.45 depending on a number of factors, including the distance of transportation.

And on the tank containers the effect of this discount does not apply. Perhaps it would be fair to equate tanks and tanks with rights, however, Russian Railways believes that, in general, container transportation is well donated without this, so all calls on this issue from carrier companies have not yet found support from the carrier.

We also need to understand that the final decision of this issue depends not only on the Russian Railways, but also on the Federal Antimonopoly Service of the Russian Federation, and the process of reviewing such letters to the FAS, as a rule, takes place in a fairly long time

 

Last year we faced the problem of logistics of LPG transportation - a number of usual routes were unavailable during the World Cup 2018. In my opinion, the authorities were reinsured unnecessarily - at first they completely banned transportation, then gradually began to remove restrictions, but in the end it anyway, the pace of deliveries of dangerous goods, including LPG, significantly slowed down. However, many companies have used this time-out for preventive maintenance. But this is probably an isolated case, in the end, events of this magnitude take place in our country not every year.

However, in the field of logistics there are difficulties that we face from year to year. As a rule, they are associated with the limited capacity of the railway infrastructure, as well as the transshipment capacities of our customers. This problem is especially noticeable at the site of the North Caucasus Railway - here we are constantly confronted with various restrictions and delays in delivery, the “abandoned” trains stood at stations for seven to ten days. In the summer period, travel work is carried out, in addition, the schedule is overloaded with passenger trains, which, of course, have priority for the passage in areas with limited capacity.

 

Although, on the other hand, perhaps, to leave in the heat without moving for the long term wagons with dangerous goods is also not the best solution. Last year, the government approved a plan to modernize and expand the trunk infrastructure by 2024, including, among other things, increasing the capacity of the railway infrastructure near the ports of the Azov-Black Sea basin. Of course, in this case and in this region, any capacity expansion will have a positive effect on the transportation process.
